Personnel
The head of Personnel is responsible for the selection, training, and health of the crew.
Duties
Assign agents to missions. Choose the agents and squads to assign to a mission based on availability and mission requirements. If there’s a Controller present, they’re the agent in charge. Otherwise, you say who is in charge.
Track cohorts. Between missions, track the squads, experts, and agents. Mark losses, stress, wounds, and promotions. Name squad members as required. In a pen-and-paper game, you should also manage the character sheets.
Ensure agents advance. Make sure the group remembers to mark xp at the end of a session.
Brief (mission start)
Who is going on the primary mission? Pull out the playbooks and distribute. Follow whatever method your group has for deciding who is playing which character, but if there’s a disagreement or tie you have final say.
Who is going on the secondary mission? Assign up to two agents and one squad unless the GM gives you other guidance.
Assemble the engagement dice. The agent in charge will make the primary engagement roll. You will make the secondary engagement roll.

Is everyone on the mission part of the crew? Take +1d. Contacts providing aid, hired help (via Acquire Asset), and people being protected or escorted are all examples that would prevent you from taking this die.

Did the Director spend 1 intel to give you advance information? Take +1d.

Does anyone distrust or not respect the agent in charge enough to defy orders? Take -1d. This depends heavily on the story to date. The GM will tell you if any NPC squad members might have any issues with the person you put in charge. You might want to have a scene to play out the interpersonal relationships before answering this question.

Are you missing key expertise? Take -1d. The GM will tell you any requirements before you assign personnel.
Debrief (mission end)

After the primary mission, ensure everyone has marked XP and remind everyone of how their traits came up during the mission.

For all agents on the secondary mission, mark 2 XP (regardless of the outcome).
